Berlayar estate on former Keppel Club site to see 7,000 HDB flats; first BTO to launch in October
According to HDB, the Berlayar estate is prepared as an extension of Bukit Merah community and marks the start of the transformation of the Greater Southern Waterfront. The estate’s label, that means “sailing” in Malay, pays tribute to the location’s spots and maritime heritage.
The first Build-To-Order (BTO) project at Berlayar will be released for sale next month as element of the October 2025 BTO exercise. Berlayar Residences are going to supply 870 units of two-room flexi, three-room and four-room flats. There will furthermore be 200 public rental flats.
Lim foresees the flats receiving a robust response, noting that BTO projects in Bukit Merah released in July, including Prime project Alexandra Peaks, saw a healthy application price. “We can anticipate this demand continuing in October, especially as unsuccessful applicants for Alexandra Peaks may try their good luck with one more Bukit Merah project.”
He also anticipates two-room flexi flats at Berlayar Residence can prove popular among single applicants. “Because of its one-of-a-kind area, that integrates city-fringe comfort with a seaside viewpoint, it can come to be a prominent choice for singles, that might find the place suits their lifestyles.”
Furthermore, Berlayar is going to be a car-lite property, with walking and cycling networks. Most homes are going to be inside a 10-minute walk from the Labrador Park and Telok Blangah MRT stations, says HDB.
The new Berlayar estate will see around 7,000 HDB flats constructed in the coming years. This is higher than the 6,000 public housing units previously publicized for the estate, which is found at the site of the previous Keppel Club.
Eugene Lim, key executive officer at ERA Singapore, thinks the flats at Berlayar Residences are likely to be categorized as Prime, given their area in a mature estate and distance to key main areas. He determines rates of four-room flats at Berlayar Residences could start at approximately $500,000 to $550,000 before grants. “With the increase in aid clawback rates presented in the July 2025 BTO start, we must anticipate a clawback rate of about 11-12% on these upcoming flats,” he includes.
In a Sept 23 release, HDB says the increase in projected real estate complies with detailed preparation researches on the 48ha site. Including private housing, Berlayar is expected to generate about 10,000 new homes.
Several 20% of the site, or as much as 10ha, are going to be reserved for green spots. Four green corridors, varying from 30m to 60m wide, will weave via the estate, providing leisure locations for citizens while in addition assisting in eco-friendly connectivity in between the Southern Ridges and Labrador Nature Reserve.
